Announce: November 27-28, 2006, Regional Workshop on Best Practicies of Legal Assistance to Victims of Trafficking

The Center for the Prevention of Trafficking in Women, a project run by the Association of Women in Legal Careers from Moldova, announces the call for application for the Regional workshop on best legal practices in victims’ of trafficking assistance, held during November 27 – 28 2006 in Chisinau, within the framework of the Programme Against Human Trafficking in Eastern and South Eastern Europe.
 
The Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children, supplementing the United Nations Convention against Transnational Organized Crime, providing standards for prevention, investigation and prosecution of the offences of human trafficking, and for assistance to trafficking victims, as well as other international provision, oblige the States to adopt such legislative and to take other measures in this context.
But Is the legislation working in the above four mentioned countries? Are the governments and law enforcement bodies undertaking measures to effectively prosecute human trafficking and to assist the victims? Are there regional context of cooperation developed? Do the states need a common methodology in legal assistance of victims of trafficking?
 
The prosecution of trafficking in human beings is based upon the experience of all involved actors. If there is a regional referral mechanism, but the actors use different practices in assisting the victims, a best practice sharing and experience exchange is needed.
 
We are inviting representatives of law enforcement and NGOs/IOs, five professionals from each country – Ukraine, Belarus, Bulgaria and Moldova, and one representative from the Danish MFA to develop best practices in legal assistance of trafficking victims and to establish common regional standards and methodology in this issue.
 
The workshop is designed to be a very practical exchange of experience focused on legal procedures taken during representing co-operating victims, from the first contact with the law enforcement, until the final sentence of court of justice. The key issues to be discussed during the workshop will focus on main aspects related to bringing actions against the traffickers; victims’ protection; difficulties and challenges encountered during the legal proceedings; national legislation framework, policies and Plans on counter trafficking and on VoTs protection – how they are implemented and how the government is involved and is cooperating with the counter-trafficking nongovernmental structures; strengthening regional referral mechanism and establishing best methods in VoT identifying, repatriation, and assistance; issues and challenges in assisting VoTs, etc. A good practice handbook will be published in Romanian and English, as a workshop follow-up and will be delivered to participants and main counter traffickig actors from participating countries. The publication will be based on best practices shared during the workshop, and will be designed by three legal experts.
 
 
Number of participants: 25 professionals (law enforcement: judges, prosecutors, police officers; NGOs: lawyers) from Moldova, Ukraine, Belarus, Bulgaria, Denmark
Criteria for participation:
1. Experience in elaboration and amending of legislation on preventing and combating trafficking in human beings;
2. Experience  in application of the law on combating and preventing human trafficking;
3. Experience  and knowledge in prosecuting trafficking;
4. Experience and knowledge in providing legal assistance to victims of human trafficking;
5. Experience and knowledge in international cooperation in the field of human trafficking.

Working Language: Russian, English, Romanian (simultaneous translation will be insured)
 
Arrangements: The organizers are responsible for covering travel and accommodation costs
