Regional Return Assistance

Up to date, IOM has provided assistance, such as medical, legal, family support, housing, protection etc, to more than 5,000 victims of trafficking in Belarus, Moldova and Ukraine only. These individuals had been trafficked to 29, 34, and 52 different countries respectively, which truly reflects the global nature of the problem. Although most victims are trafficked to a relatively limited number of countries (for example, more than 50% of the case-load in Belarus were trafficked to only two countries – Russia and Poland, in Moldova, more than 54% to only three countries – FYR of Macedonia, Turkey, and Bosnia and Herzegovina, and in Ukraine, 51% to only three countries – Turkey, Russia and Poland), the destination countries include countries such as Pakistan, Yemen, Nigeria, Liberia, Uzbekistan, Jamaica, Syria, Taiwan, United Arab Emirates, Libya and many more. These are the countries where victims were stranded without possibility to access timely assistance and be able to return home in a dignified fashion even if identified as victims of trafficking.   

The establishment of the Regional Return Assistance intervention (RRA) seeks to secure a dignified and safe return home of VoTs from Belarus, Moldova and Ukraine trapped in trafficking networks abroad in countries without return and assistance programmes such as those listed above and potentially third-country nationals in the region.

Financial management of the RRA will be provided by the implementing partners themselves on the basis of the Terms of Reference with funds being channelled to them through the International Organisation for Migration (IOM) to whom they will be accountable.
