Report: 21-22 Oct 2008, International Conference "National Referral Mechanisms (NRM) for the Assistance and Protection of Trafficked Persons – Theory and Practice" in Chisinau, Moldova

Circumscribed to the second European Anti-trafficking Day, the International Conference was organized in Chisinau, Moldova, on October 21-22, 2008 by the International Center for Women Rights Protection and Promotion “La Strada” (Moldova) in partnership with Ministry of Social Protection, Family and Child and IOM mission to Moldova, with support of the Ministry of Foreign Affairs of Denmark.

The objectives of the Conference were as follows:

  • Analyze the process of NRM development in Bulgaria, Belarus, Moldova, Romania and Ukraine, including the political context, methodology, elements of the NRM, the level of cooperation and ways to set up cooperation structures;

  • Identify the various NRM actors in each country and the new emerging NRM elements/components/functions that are being developed and the context leading to their  development;

  • Assess how the human rights approach to trafficking has been implemented and what are the existing gaps;

  • Explore best practices on cooperation between state structures, civil society and international organizations in the identification, assistance and protection of trafficked persons;

  • Strengthen knowledge of the participants on the human rights based international anti-trafficking policy;

  • Develop recommendations for the efficient implementation of NRM.

The Conference brought together about 120 persons including representatives of governmental structures and civil society from: countries-raporteours (Belarus, Bulgaria, Moldova, Romania and Ukraine), countries-observers (Turkey, UAE, Russia), as well as the international organizations, diplomatic missions and donors. Mr. Secareanu Stefan - the Chairman of the Parliamentary Human Rights Commission and Victor Stepaniuc - Deputy Prime Minister of the Republic of Moldova and the Chairman of the National Committee to Combat Trafficking in Human Beings have participated in the above Conference.

Conference Advisory Board included representatives of the EU Group of Experts on Trafficking of Human Beings, OSCE/ODIHR Warsaw, IOM Geneva, ICMPD Vienna, UNODC Vienna, La Strada International from the Netherlands and Hamburg Institute for Social Research.

The Conference materials (agenda, analytical reports of the countries-raporteours, presentations etc.) are available on the website of the International Center “La Strada” – www.lastrada.md.The final report of the Conference will be available in Romanian, Russian and English in February 2009.
