Report: 10 Oct 2008, “It’s good we were the first to start working on developing standards in social prevention of trafficking in persons, and didn’t wait for the state to do this for us”

On 10 October 2008, the International Women’s Rights center “La Strada-Ukraine” held an international workshop “Standards in social prevention of trafficking in persons in Belarus, Moldova and Ukraine”. 

Main issues for discussion were as follows: standard as a phenomenon; what standards exist in social sphere; what standards exist in prevention of trafficking in persons; model of a standard in social sphere and human trafficking prevention; attitude of governmental bodies, NGOs and donors towards the standards; existing practice of standards developing (methodology); importance of standards for governmental bodies, NGOs, donors;  possibility to develop universal standards for several countries; main achievements and difficulties of developing and approving standards.

Among main results of the work on the seminar are minimal services in trafficking prevention developed, standards for hotline operation developed, standards for trainings for trainers developed. Participants expressed their readiness to continue this work at their national levels. The results of the seminar will be published in the nearest future.

Due to the development of the network of non-governmental organizations and provision of social services delegated to NGOs, there is a need to develop and approve standards. They are a kind of guaranty for quality of services provided to the target group.

Representatives of international and non-governmental organizations from Belarus, Moldova, Ukraine and Bulgaria, working on prevention of trafficking in persons, experts in social standards, representatives of governmental institutions took part in the seminar.

Seminar was conducted within Danish programme for prevention of trafficking in persons in Eastern and Southern-Eastern Europe and supported by Royal Danish Ministry of Foreign Affairs.
