This was the 6th training organized since July 2007 at the ITC comprised of 15 LE experts from Moldova, Ukraine and Belarus trained over the period of 12-days. Special emphasis was made on labour exploitation. As per Kyiv Recommendations adopted by “the 5th Annual International Law Enforcement Conference” held in April 2009, the participants’ profile included operational activity officers, investigators, security officers and prosecutors. The training was conducted with the support of the Royal Danish Ministry of Foreign Affairs (DMFA), Swiss Agency for Development and Cooperation (SDC), and United Nations Children’s Fund (UNICEF).
The educational process involved recognized international experts, IOM staff members, the Faculty of the Ministry of Interior (MoI) Academy, best Belarus’ practitioners with special skills and knowledge necessary for advanced and specialized trainings of personnel in the sphere of counter trafficking. The leading international expert at the training was Mr. Paul Holmes. The lectures were also delivered by representatives of Office of the High Commissioner on Human Rights, Organization for Security and Co-operation in Europe, police representatives from Finland, Poland, Lithuania and Germany and others.
The principal objective of the training was to enable the practitioners to discuss and develop a range of practical and operational tools to address identified criminal justice challenges within the field of trafficking for labour exploitation.
The training was novel in terms of participants’ profile, the amount and scale of the international experts delivering presentations on the latest world best practices. Considerable analysis was conducted of the present course structure by the Faculty of the MoI Academy under the guidance of Mr. Paul Holmes which should result in substantial curriculum revision. At attempt at improving, the evaluation and monitoring system of the course effectiveness was performed in the form of updated post-training questionnaire to collect the feedback from the participants upon the course completion and baseline information for the future course developments.
Traditionally, the training focused on facilitating the regional cooperation, between Belarus, Moldova and Ukraine and developing joint trans-national mechanisms to more effectively criminalize and prosecute trafficking.
