Regional Programme Regional Programme

Following the identified gaps during the first phase (2005-08) of the Danish programme, in cooperation within the region and more widely, particularly in the area of law enforcement, the following regional Objective and Outputs were set to guide the regional programme of the DANATIP Phase II (2009-11):

Regional Objective (Objective No, 4 in DANATIP Phase II):

Strengthened international & regional co-operation on responses to trafficking

Outputs:
Co-operation law enforcement mechanisms between origin, transit, and destination countries are in place enabling regular exchange of information, best practices and joint action.


Regionalisation of best practices identified at country level, including in NRM development, addressing labour exploitation, women, men, girl & boy trafficked persons.

The regional programme for Phase II is also a three-year intervention, following the same strategic methodology as the country programmes with a primary focus on advocacy and capacity building.

The Phase II regional programme will involve Ukraine, Belarus, and Moldova in addition to key destination countries chosen depending on their relevance to the activity in question. The regional activities are developed jointly by the implementing partners from the three countries with the aim of improving regional and international cooperation on the issues of trafficking.

In the first half of 2009, an international law enforcement conference is to be held in Ukraine attended by stakeholders from source and destination countries, including civil society organisations and government to share common problems and good practices and produce regional recommendations. The broader focus taken in the conference on regional law enforcement activities will be complemented by the establishment of cross-border operational cooperation between specialist law enforcement units. This also ties in with capacity building activities aimed at law enforcement in the country programmes.

Additional activities can be designed as the result of the conference reflecting the recommendations and newly identified needs.

Following the strategic approach taken at country level, the regional programme also seeks to advocate for governments to take further responsibility for CT efforts by linking the key actors in the National Referral Mechanisms (NRMs) in each programme country to exchange experience and ideas. The inclusion of destination countries in these activities will also have a practical benefit in raising the number of those repatriated from the participating destination countries.

The difficulties and differences in working with male and child VoTs and the growing problem of labour exploitation will also be examined at training seminars for key NRM counterparts, both governmental and non-governmental.

The main co-ordination mechanisms for the Danish Country and Regional Programmes:

    1. Country Steering Group (CSG) in each of Belarus, Moldova and Ukraine is the national coordination body which all key country implementing partners (locally based IOs and NGOs) are represented. They are responsible for defining the priority areas, designing and implementing a three year national programmes, and monitoring activities at country level.
    2. The Regional Steering Group (RSG), led by IOM Mission in Ukraine, includes one representative from each of three Country Steering Groups in addition to the DANATIP (DPAHT) administrator in IOM Mission in Ukraine and the Quality Assurance Adviser (QA). The RSG meets once per year in the later half of every year, following the completion of the interim (mid-year) report, to review national and regional activities, and discuss any necessary adjustments. 
    3. Regional Partner Forum (RPF) is held once in the first half of each year, following the completion of the Annual Report of the previous year, attended by a representative from the Danish Ministry of Foreign Affairs (MFA), one representative of each full member of each CSG, the IOM DPAHT administrator, and the QA, as an opportunity each year to discuss important issues face to face with the Dash MFA.
